b1932f3a7a sourcemod 1.13 update required us to modify the startup.sh so only one PID survives as PID_FILE parameter in srcds_run otherwise would break. also now forced to manually delete the core file after writing it to debug.log

89ff63dc73 moving plugin from steamworks to ripext due to sourcemod 1.13 upgrade. also removing detour callback due to pointer crashing with 1.13 update. instead relying on alternative approach for getting the client that needs their fastdownload value updated clientside
