Matt Woodrow ae7e5a6a4b Pending Map should no longer be shown when mapvotes are disabled. 
Removed tf2 include from mapchooser.
Moved sm_setnextmap to mapchooser and made it block the end of map vote.

Matt Woodrow dad66c9204 Nextmap command (basetriggers.sp) will now show 'Pending Vote' if mapchooser is running, and the vote has not yet occured.
