19f1ffa401 Stop SQLite results being used before being fetched (#1709) 
The DB API requires FetchRow to be called before accessing any values
from a row, but the SQLite driver did not enforce that requirement and
alowed accessing the first row immediately. A plugin developer hit this
when developing against SQLite locally but using MySQL in production,
where the API misuse threw an error as expected.

Resolves #1691

785c6aa1cf Update to AMBuild 2.2. 
This is a pretty big diff because SourceMod had lots of multi-arch
workarounds that can now go away. I've also changed 'x64' to 'x86_64' in
many places since this is how AMBuild normalizes it, and it's far too
late to pick the shorter string, so we might as well suck it up.

The --target-archs parameter has been replaced with --targets. It works
the same way.

The default behavior for SDK inclusion is now "present" instead of
"all" since this lowers the burden of storing many SDKs. Official builds
will still be made with --sdks=all.

a253e175bb Replace all uses of AMTL threads with STL threads. 
This also rewrites the work loop for threaded queries. It has been
simplified significantly.

Remove arch loops from build scripts. (#889) 
This simplifies non-sdk build scripts by removing their loops over SM.archs. Instead the top-level
build script will re-evaluate them for each architecture.

47eb7d60e5 Fix use-after-free crash in SQLite extension (#481) 
When the server crashed and the process got terminated, the SqDriver
instance was killed first (e.g. by atexit). SqDatabase tries to access
SqDriver in its destructor.
This patch tells SqDatabase to not use anything from SqDriver anymore
after SqDriver got destroyed.

Next to that, the clientprefs extension relied on the IDatabase pointer
being valid to get the driver pointer. Cache the pointer, so the dbi
system still knows the IDBThreadOperation belonged to the now gone
driver, even after the database object is gone.

ecec7dbef3 Deduplicate a number of files used by extensions by moving them to the public directory (bug 5341, r=psychonic). 
These files include smsdk_ext.cpp, smsdk_ext.h, sm_memtable.h, CDetour/*, and asm/*.
The smsdk_config.h file for each extension has also been moved out of the 'sdk' directory into its parent.
