9ff38bcf80 Add nulls, and more newdecl and type system features. 
New null_t type has a constant "null", which can be assigned to objects.
Methodmaps can now be "nullable", accepting null_t types.
The delete keyword now zaps non-const lvalue inputs.
Fixed some newdecl arguments not accepting references.
Allow functag matching to coerce arguments and return values.
Allow functags to accept new-style types as a return value.

This is a hard bump of the plugin version number.  1.1 plugins compiled against this include set
will not run against earlier versions of SourceMod.

dad66c9204 Nextmap command (basetriggers.sp) will now show 'Pending Vote' if mapchooser is running, and the vote has not yet occured.

ac68a441ee All natives that use a recipient filter now actually validate the clients passed to them. 
This includes StartMessage(), StartMessageEx() from Core as well as EmitSound(), EmitSentence(), and TE_Send() from SDKTools

(Warning: This may potentially cause a minor compatibility problem with plugins that don't check client validity before passing to these natives)

076b5191c9 Removed TF2_GivePlayerWeapon() and TF2_EquipPlayerClassWeapons() stocks as they no longer work at all 
The 'weapons' paramater in the TF2_SetPlayerClass() class is now ignored since it no longer works
