- added beefy new ReadMapList() native

- admin menu now uses ReadMapList()
- added UTIL_TrimWhitespace() to stringutils
- moved GetFileTime() implementation to ILibrarySys
- cleaned up sorting include a bit
- removed adminmenu_maplist.ini, since it's specified by maplists.cfg
- added maplists.cfg
